Parish Council Meeting, 9 March 2006
Present: S. Bust, A. Fraser, G. Herbert, A. Paris & I. Sharman.

Parish Website www.halam.org.uk – ARP reported that there is no funding or assistance available from D.C. for villages who have already set up their own websites.
AF reported that Parish Plans will carry weight in the future re local planning issues and possible funding for parish projects

Community Speed Watch:
Clerk to write to J. Whitaker re strict adherence to police guidelines in running scheme, and to confirm insurance on P.C.’s policy.
Village Christmas Tree:

Licensing for Village Hall:
Agreed to apply for basic (free) premises licence (12 events per year not including private parties). Events organisers must apply for liquor licences.
Mr. Grant, N&S District Council’s Parks & Community Manager, addressed the meeting re possible grants available for new village hall/open space. Potential capital grants are available from the Lottery fund, landfill tax credit schemes, DEFRA, Charitable Trusts and the D.C. It is unlikely funds for maintenance or running costs of a new hall would be available. He recommended a hall trust with trustees & management committee was set up.
Open Meeting :
Mrs Simmons reported that the C.C. have a scheme allowing Christmas tree lights to be run off a connection to the street lights - investigate further.
C.Cllr. Bruce Laughton gave the meeting information re concessionary bus passes for Notts residents aged 60 or over on 1 April 2006, allowing free travel on buses, trains & trams. For further info contact the D.C. on 01636 655319
ARP to attend an N&S Planning Seminar on 16 March at Calverton.
New Street Lighting at The Turnpike Crossroads – several options of proposed increased lighting will be presented to the P.C. at next meeting – 6 April 2006
1. Hill Farm Barn, Halam Hill – Erection of single storey garden room – passed unanimously.
2. Briar Croft, School Lane – Erection of 2 storey & single storey side & rear extensions – passed unanimously.
3. Strickland Farm, The Turnpike – Conversion & extension of existing buildings to new dwelling – S. Bust declared an interest & withdrew; passed unanimously.
It was agreed to write to Planning Dept re materials and windows of extension at Holbeck Cottage, Radley Road.
Planning Decisions :
Machins Farm – New orangery – application withdrawn
Halam Parish Partnerships (footpaths) – update and expenses claim received from E. Gathercole; passed unanimously; thanks expressed for work & progress.
Agreed to pay: NALC subscription; Hall cleaners; Clerk’s wages; Increase in rate for cleaners noted & accepted.
Agreed to amend the Financial Regulations 17.1 – “from time to time” becomes “every four years”.
